IIM Sambalpur to run from Jyoti Vihar, Burla

SAMBALPUR: The temporary campus of Indian Institute of Management, Sambalpur (IIM-S) will be shifted to Sambalpur University after September this year. At present, the premier institution is being run from a private institution, Silicon Institute of Technology (SIT), at Sason here.Informing this, Director of IIM-S Mahadeo Jaiswal said the institute will run from the Sambalpur University till permanent campus of IIM-S at Basantpur here gets ready. The permanent campus is likely to be ready within next three years while the work on the boundary wall has already started.

Jaiswal said they will soon sign an MoU with the Sambalpur University in this regard. The State Government has already allotted some buildings on university campus to run the IIM-S.
The Director said an elite B-school runs for 24 hours but they face problems in taking class during evening hours as the SIT is located in an isolated place. The faculty members of IIM-S could take classes in evening hours after shifting of the temporary campus to Sambalpur University. Moreover, permanent faculty members are being recruited.

The B-school requires modern class rooms for the students. However, IIM-S cannot upgrade the class rooms on temporary campus as the Government does not allow upgrading infrastructure in a private building. However, they can upgrade class rooms at the university, Jaiswal said.

Vice-Chancellor of Sambalpur University CR Tripathy said the draft copy of the MoU has already been sent to the Central Government for approval. Apart from providing building to run the IIM-S, hostel facility will be provided to the students, he added.

Gangadhar Meher University sets up special cell to promote research activities

The University has already set up an action plan to promote research activities. Gangadhar Meher University (GMU), located in this Sambalpur, Odisha, has set up a special cell to promote research activities. “Earlier, the institution was a college and not much research work was undertaken. However, it has been upgraded to a university and the focus is on research. Hence, to promote and support research work, a Research Promotion Cell (RPC) has been formed,” said Member Secretary of the RPC, U C Pati.

An action plan has already been prepared by the newly formed RPC to promote research activities, he said.Established in 1944, the Gangadhar Meher College was upgraded to a university in May, 2015. The institution, which has 5300 students, offers undergraduate, postgraduate, M Phil and pre-doctoral courses besides self-financing and vocational courses.

The students of the university will benefit immensely with increasing research activities, Pati said. Apart from this, our institution will also participate in the National Institutional Ranking Framework (NIRF) of the Union Human Resource Development (MHRD) ministry this year. The research activities will help the institution get a good ranking in the NIRF, added Pati.

IIM at Sambalpur

New Delhi, June 24: The Union government today put to rest the uncertainty over selection of site for an IIM in Odisha by clearing the proposal to set up the premier institute in Sambalpur.

The decision also paves the way for possible commencement of academic programme from the current session.

The Union cabinet chaired by Prime Minister Narendra Modi today cleared the proposal for setting up of six IIMs, including the one in Sambalpur and another in Bodhgaya in Bihar. The other IIMs will be set up at Vishakhapatnam in Andhra Pradesh, Sirmaur in Himachal Pradesh, Nagpur in Maharashtra and Amritsar in Punjab.

A press statement issued by the Press Information Bureau said these IIMs would begin functioning from assigned temporary facilities and shift to their permanent sites after construction of their campuses.

“It is intended that these six new IIMs will commence their first academic session from 2015-16,” the statement said. Each institute will start with 140 students in the postgraduate programme courses.

IIM Indore, which is mentoring IIM Odisha, had earlier written to the ministry of human resource development (HRD) that it might not admit students unless the permanent site and temporary campus for the B-school are finalised at the earliest.

Last year the HRD ministry had written to the state governments asking for possible sites with around 200 acres of land with good connectivity. The Odisha government had suggested two sites in Bhubaneswar in view of its air connectivity.

A central site selection team visited the sites in Bhubaneswar last December and had picked one near Gothpatna on the city outskirts.

After petroleum minister Dharmendra Pradhan put his weight behind Sambalpur as the site for the IIM, the HRD ministry wrote to the Naveen Patnaik government asking for its opinion on setting up the institute in west Odisha. After the state government agreed to it, a central team visited Sambalpur on Monday and the Union Cabinet cleared the proposal today.

The Odisha government has hailed the decision to set up the IIM in Sambalpur. Welcoming the decision, chief minister Naveen Patnaik said: “This will go a long way in promoting higher education in western Odisha.”

There was jubilation In Sambalpur with people bursting crackers and distributing sweets. “This area of the state will become an educational hub after the IIM is set up,” said president of Gangadhar Meher University students’ union Milan Hota.

Govt appoints acting VC for Gangadhar Meher University

BHUBANESWAR: The Higher Education Department on Saturday appointed three Officers on Special Duty (OSDs) for the upcoming Rama Devi Women’s University, Khallikote Cluster University and Gangadhar Meher University.

The OSDs are Utkal University’s Economics Professor Padmaja Mishra for Rama Devi Women’s University, Berhampur University’s Registrar Manmath Padhi for Khallikote Cluster University and Sambalpur University’s former registrar Sudhanshu Sekhar Rath for Gangadhar Meher University. The OSDs will be the acting Vice-Chancellors (VCs) of the universities till three regular VCs are appointed.

In another development,  Srikant Kumar Mohapatra, IGNOU’s Odisha office Director, has been appointed OSD for the State’s first Open University to come up at Sambalpur.

Odisha to set up open university at Sambalpur

BHUBANESWAR: In an apparent bid to pacify the ongoing agitation demanding establishment of an IIM in western Odisha, the state government today announced setting up an open university at Sambalpur.

The announcement in this regard was made by Higher Education Minister Pradeep Panigrahi in the assembly today.

“The proposed open university at Sambalpur will be first of its kind in the state. Therefore, its impact and jurisdiction will be vast,” Panigrahi said.

Panigrahi said, “The state government has already made provision of Rs 35 crore for establishment and infrastructure of the proposed open university.”

Besides contributing to progress of higher education, the open university would facilitate distance education, continuous training and research for students and teachers.

The open university would also help a large number of students, drop-outs and provide need-based quality education in the backward and tribal-dominated districts of the state, Panigrahi said.

He said the varsity at Sambalpur also reflected the state government’s steps to eradicate regional imbalance in Odisha.

The people of western Odisha, particularly the residents of Sambalpur have been agitating since a long time demanding establishment of the proposed IIM for the state in their region. However, the state government decided to locate the proposed IIM in Bhubaneswar which led to intensification of agitation in Sambalpur.

Smart class rooms for Gangadhar Meher college students

Sambalpur, Oct. 28: Online teaching will be introduced in Gangadhar Meher College (autonomous) from the next academic session. The lecture gallery-1 and the lecture gallery-2 of the institute will be upgraded to smart classrooms.

“Modern gadgets such as computer, projector and audio visual systems will be installed in the class. Students will get the facility of online teaching in air-conditioned classrooms,” said the estate officer of Gangadhar Meher College U.C. Pati.

“Online tutorial classes will be organised for students. Teachers, too, can use variety of online media to teach students. The classes will ensure better communication between the teachers and the students and will serve as an add-on to existing teaching process. Audio-visual systems will make learning interesting for students,” he said.

“Under the NME-ICT (National Mission on Education through Information and Communication Technology) project, the college will get 20 Internet connections in subsidised rate. We have five to six Internet connections in the college now. We have already applied for the rest. We can start the smart classes after we get all the connections,” said Pati,

“Several infrastructure developmental works such as building of academic block, new girls’ and boys’ hostels, approach road, library and entrance gate are under way in the college. The smart class will be an added facility for the students.

Moreover, these will also help the institution get a higher grade from the National Academic and Accreditation Council (NAAC),” said a teacher of the college.

“I am really happy to know that the college authority has taken a decision to start smart classes in the institution. Teaching through television has a visual impact, which lasts longer,” said a student of plus three arts, Snigdha Mandal.

Established in 1944, the college offers undergraduate, postgraduate, MPhil and pre-doctoral courses besides self-financing and vocational courses.

There are 18 undergraduate courses, 16 postgraduate courses, seven MPhil courses, three pre-doctoral courses, five self-financing courses and three vocational courses. The institution was declared autonomous in 1991.

Burla: Doctor crisis in VSS Medical College neurosurgery department

SAMBALPUR: The neurosurgery department of VSS Medical College and Hospital, Burla, is functioning with half its doctor strength. It has only one professor, who is also the head of department and an assistant professor. The post of senior resident is vacant as the appointee is yet to join and the associate professor is on deputation to SCB Medical College and Hospital, Cuttack.

“Accident victims with head injuries are brought to the neuro-surgery department. The staff shortage has proved to be a big problem,” said social worker Nihal Singh. He said the government should immediately fill up the vacancies.

Head of neurosurgery department Dr S K Mishra said the hospital tries to attend to all patients. “The pressure on doctors would have minimized if there were new recruits,” Mishra said.

Dr S S Pradhan, who was appointed as senior resident of the department, is unable to join because the labour department has not relieved him from his post of medical officer in-charge of ESI dispensary in Puri. “The department screening committee disallowed him to join the post of senior resident on administrative grounds,” stated a letter of labour and ESI department.

Sambalpur university starts three new PG courses

BHUBANESWAR: Sambalpur University has experienced a mixed bag this academic year as far as new courses are concerned. While its post graduate course on rural management, introduced this year, failed to appeal to students, forcing the authorities to put the course in abeyance, two new courses on masters in Hindi and masters in performing art (MPA) have found ready takers.

The University had introduced rural management, a self-finance course in this education year with a sanctioned strength of 20 students. There were only 14 applicants of which 11 took admission. Since this is a self-financing course, the University declined to run it with only 11 students. “We had to put the course in abeyance for this education year because of poor response from students. However, we will release advertisements again for the course in the coming year,” said Sukadeb Naik, chairman of PG council. He said that the 11 students were asked either to take admission in sociology or take back the admission fee.

University registrar Sudhansu Sekhar Rath said the rural management course was designed as per Institute of Rural Management Anand (IRMA) and it is not known why there were so few applications. “The course modules were of good standard. We kept the course under sociology department to maintain quality,” said Rath. He suspected less publicity about the course could be the reason of low student interest.

Other two new courses by the university — masters in Hindi and masters in performing art (MPA) – have, however, received good response from students. These two courses are regular ones. “This education year while for Hindi we received 54 applications against sanctioned strength of 16 students, for MPA, we received 23 forms against strength of 16 each for dance and drama section. So the ratio between number of application and students strength is quite high in Hindi department. We are hopeful that MPA will also pick up,” said Naik.

He said because of MPA the university won’t have to hire artistes from outside for participating in different cultural shows on the campus. “Earlier we were required to hire performers by paying them good money for participating in various cultural shows. Not anymore, thanks to MPA,” Naik said.
